What is a resilient community?

A resilient community refers to the disaster resilience of Hong Kong communities, enabling them to respond and recover quickly from disasters. This involves not only a more robust community environment capable of withstanding disaster impacts, but also the ability to respond swiftly and recover from disasters. It encompasses various levels of collaboration, mutual understanding, support, and inclusion.

  • Personal and social quality of life;

  • A diversified economic system;

  • Government and administration;

  • Overall system and capability for responding to emergencies.

The resilient communities we build emphasize coexistence with risk, because the risk of disasters cannot be completely avoided. Even the most advanced and developed communities may still be impacted by disasters. However, through the joint efforts of all levels to promote resilient communities and the aforementioned strengthening of cooperation and mutual understanding at different levels, the impact of disasters can be reduced and recovery from the impact can be achieved more quickly.
